About Delaware Volunteer Legal Services

Delaware Volunteer Legal Services (DVLS) was established in 1981 by the Delaware State Bar Association (DSBA). The organization was founded to address the gap in legal services created by cutbacks in federally funded Legal Services Corporation programs. DVLS aims to expand the role of the private bar by providing quality pro bono legal services to eligible indigent Delawareans facing meritorious civil legal problems.

The firm is an organization of volunteer attorneys committed to offering compassionate advocacy and essential civil legal services. DVLS assists clients with critical civil legal issues, focusing on empowering Delaware's underserved communities through accessible legal support.

Practice areas include:

  • Family law (for victims of domestic violence only)
  • Guardianship of an adult (uncontested)
  • Estate planning (Wills, Power Of Attorney, Advance Healthcare Directives)
  • Miller Trusts
  • Assistance with Special Immigrant Juvenile Status
  • Project Rightful Owner
  • Expungement/Pardons
  • Referrals for Bankruptcy and Landlord Tenant matters

DVLS remains dedicated to providing pro bono civil representation to Delaware citizens, striving to create a community where every individual has equal access to justice. Through collaboration with dedicated volunteers, the organization works to expand its reach and impact, advocating for justice and helping clients achieve stability, resilience, and dignity.

I started the process of getting my record expunged in 2022. I had the pleasure of having Tom and Gina assist me along the way. They were both professional, informative and very patient with me throughout the process.
