About Public Defender Office

The Public Defender Office is dedicated to protecting and defending the rights and dignity of its clients through zealous, compassionate, and high-quality legal advocacy. The Virginia Indigent Defense Commission (VIDC), established in 2004, manages 29 Public Defender Offices and two satellite offices across Virginia, with a central administrative office in Henrico County. The VIDC replaced the original Public Defender Commission to protect the constitutional right to counsel for individuals who cannot afford to hire their own lawyer.

Each Public Defender Office handles trial and appellate cases in General District, Juvenile, and Circuit Courts. The VIDC administrative office also administers Court-Appointed Counsel Certification for qualified attorneys and provides high-quality training to all certified attorneys, including public defenders and private certificate court-appointed counsel. This training aims to continually improve criminal defense representation for vulnerable citizens of Virginia who are unable to hire an attorney of their choosing. The Commission also promulgates and enforces mandatory Standards of Practice for Court-Appointed Counsel.
