About Vermont Public Defenders
The Office of the Defender General in Vermont provides constitutionally required legal representation to individuals unable to afford counsel. Established in 1972 by the Vermont Legislature through the Public Defender Act, the office ensures effective legal advocacy for needy persons charged with serious crimes. Its services extend to children involved in juvenile proceedings, including those alleged as delinquents, parties in Children in Need of Care and Supervision (CHINS) cases, and children in the custody of the Department for Children and Families. The office also represents individuals in the custody of the Commissioner of Corrections, as well as those facing extradition or probation and parole revocation proceedings.
The Office of the Defender General operates through a complex service delivery system comprising two main programs: Public Defense and Assigned Counsel. It maintains seven county staff offices with approximately 40 attorneys and support staff, and manages over 100 contractors. Specialized units include the Appellate Defender, handling Supreme Court appeals; the Prisoners' Rights Office, representing incarcerated individuals; the Juvenile Defender's Office, focusing on juveniles in state custody and parental rights; and Serious Felony Units for major felony cases. The office handles approximately 20,000 cases annually.
