Barbara Blackmon is the Managing Partner at Blackmon & Blackmon, PLLC, where she provides legal representation across a range of practice areas. She is a member of both the Mississippi and New York State Bars.

Education and Bar Admissions

Ms. Blackmon earned a B.S. from Jackson State University, an M.B.A. from the University of Alabama, and a J.D. from the University of Mississippi School of Law, where she was on the Law Journal staff. She also holds an LL.M. in Taxation from New York University School of Law and an Honorary Doctor of Humane Letters from Tougaloo College.

She was admitted to the Mississippi Bar in 1981 and the New York Bar in 1982. Her federal admissions include the United States District Court for the Southern and Northern Districts of Mississippi, and she is admitted to practice before the Supreme Court of Mississippi.

Currently, Ms. Blackmon serves as the Managing Partner of Blackmon & Blackmon, PLLC. She also holds public service roles as City Attorney for Carthage and Magnolia, and General Counsel for the General Missionary Baptist State Convention. Her prior experience includes roles as an Associate Tax Attorney, Associate Attorney, and various city and county attorney positions.

Public Service

Beyond her legal practice, Ms. Blackmon has a notable record in public service. She is a former Mississippi State Senator, first elected in 1992 as the first Black woman to represent Madison, Yazoo, and Holmes counties, and re-elected in 2015. During her tenure, she held significant leadership roles, including Vice Chair of the Senate Finance Committee and was the first female appointed to the Legislative Budget Committee from the State Senate. She also served as President of the National Black Caucus of States Institute.
